Several bills significant to California’s housing market were passed in 2024, including:

  • AB 2992, which requires a buyer broker to enter into an employment agreement with a buyer as soon as practicable (ASAP), before offering to purchase property.
  • SB 611, which prohibits a landlord from charging a tenant a fee for serving or posting an unlawful detainer notice or from receiving rent or security deposit checks from the tenant.
  • AB 2373, which makes a tenancy unable to be terminated by a mobilehome park manager unless the manager has a valid permit issued by the Department of Housing and Community Development (HCD).
  • AB 2747, which requires a landlord of residential property to offer a tenant the option of having the tenant’s positive rental payment information reported to at least one nationwide consumer reporting agency, except for landlords of residential property with 15 or fewer units.
  • SB 1146, which clarifies trustee sale procedures, how bids are made payable, when to automatically postpone a trustee’s sale and exempts small lenders who originate less than seven mortgages a year from Homeowner Bill of Rights (HBOR) reporting requirements; 
  • AB 2347, which extends eviction notice response time for tenants from 5 days to 10 days; 
  • AB 2493, which permits a landlord to charge an application screening fee only when they know a rental unit is available and when the prospective tenant’s application is actually considered; 
  • SB 1366, which requires a seller of real estate with a water storage tank who received assistance with the water storage tank to provide to prospective buyers a disclosure statement; 
  • SB 1190, which makes it unlawful for a mobilehome park manager from prohibiting a resident from installing or maintaining a solar energy system on the property; 
  • SB 1408, which prohibits mobilehome park managers from removing a vehicle in a homeowner’s designated parking space when the tenant or property owner requires the vehicle for work or employment purposes, unless the vehicle presents a significant danger; 
  • AB 295, which prohibits a person from contacting, soliciting or initiating communication with an owner to claim surplus funds from a foreclosure sale of the owner’s residence before 90 days after the trustee’s deed has been recorded; and
  • AB 3122, which reduces the ability of a local government to impose objective planning standards adopted after the development application is first submitted, as long as the development objectives don’t change dramatically from the initial application.
