I was puzzled by the two questions, would you report to CalBRE for discipline and would you report for unethical behavior, since they are not the same thing. The CalBRE does not enforce ethical rules, it enforces the Real Estate Law. Ethical rules are enforced by local Boards of REALTORS. So, you would not report something to the CalBre that was strictly an ethical violation, not a violation of law, just to the local Board. Often an act can be both. It is both illegal and unethical to lie to a client, but interference with an exclusive listing is only an ethical violation.
