It’s a common practice in the corporate world as well, made only easier by sites like LinkedIn. In my former career as an IT professional, it was very common to get calls and emails from recruiters every couple of months and common for people to change companies every two years. Real estate is similar. In the last three years I’ve been asked to join three brokerages, manage an office for an national chain and was heavily recruited by another national chain to start up a branch… all while being an agent (and later a Broker) at another company.
The practice is made all the more common in California since the early 2000s when the very popular “non-compete agreement” was struck down in the courts.
